  • Improved electricity highway:
  • Completion of the Leyte-Bohol Interconnection Project and the Uprating of the Biñan- Dasmariñas Line
  • Groundbreaking of the Cebu-Mactan Interconnection project
  • Attained 92.7% barangay electrification level as of November 2004
    Jumpstarted the privatization of 6 generating plants of the National Power Corporation
  • 3.5 MW Talomo HEP ($1.37 Mn)
  • 1.6 MW Agusan HEP ($1.528 Mn)
  • 1.8 MW Barit HEP ($0.48 Mn)
  • 0.4 MW Cawayan HEP ($0.41 Mn)

  • Improved the financial condition of the National Power Corporation through
  • P0.98/kWh rate adjustment which improved revenue by P8 Bn in 2004
  • Implementation of cost-cutting and austerity measures
  • Operational efficiency improvements and prioritization of expenses
  • Helped ensure the successful conduct of the national and local elections in May 2004
  • Fast-tracked rehabilitation of typhoon affected areas in Luzon and provided relief to typhoon victims
  • Ensured black-out free, Luzon Grid

Renewable Energy Development:

  • Inaugurated the Sunpower Solar Wafer manufacturing facility and the 950 – kW Centralized Solar PV Plant of CEPALCO
  • Groundbreaking of the Northwind Power Project
  • Developed and promoted alternative fuels
  • Signing of purchase contract for CNG buses during Her Excellency’s visit to China
  • Implementation of Memorandum Circular 55 mandating the use of 1% coco-biodiesel blend for government vehicles
  • Developed the implementation plan for the fuel ethanol program

Oil:

  • Mitigated fare hikes in April and in the 4th quarter by facilitating the grant of discounts by oil companies to PUVs and helped defer the “transport holiday” three times and limited its final implementation in November to just 6 hours
  • Conducted frequent and strict monitoring of gasoline stations and LPG facilities resulting to the padlocking of pumps of off-spec products in 3 gasoline stations as well as the imposition of fines to 861 gasoline stations and 485 LPG facilities that were found to have violations.
  • Approval of 4 applications for loans under the Gasoline Station Lending and Financial Assistance Program amounting to P8,513,160

Energy Resource Exploration:

  • Awarded 4 new Petroleum Service Contracts with projected investments ranging between $27 – 45 Mn
  • Premier Oil (UK) over Ragay Gulf,
  • Gas to Grid (Singapore) over Central Cebu
  • South Sea Petroleum Holdings (Hong Kong) over the Agusan – Davao Basin
  • JAPEX (Japan) over the Tañon Strait
  • Initiated the conduct of the first Geothermal Contracting Round in the world

  • Launched and implemented the EC Way of Life Campaign;
  • Promoted energy efficient lighting

  • Strengthened strategic alliances with other countries:
  • Chairmanship of the 22nd ASEAN Ministers on Energy Meeting – Senior Officials’ Meeting on Energy, 1st ASEAN + 3 Energy Ministerial Meeting and the 6th APEC Energy Ministers Meeting
  • 1st US-RP Energy Ministers’ Bilateral Meeting and signing of MOU Promoting Sustainable Energy Development
  • Signing of Joint Marine Seismic Undertaking between PNOC and China National Offshore Oil Company (CNOOC) for certain areas in the South China Sea
  • Signing of Bilateral Cooperation with Thailand on Energy Cooperation and Fuel Ethanol Development
  • Launching of the Center of Excellence for Sustainable Energy with HRH Duke of York
